Preamble to the second edition of THE DELGADA LINEA BLANCA

"To entrench himself in the denial and a massive operation of dissimulation", was the vain retort of the defunct president of the United States Richard Nixon, before the journalistic investigations of the Washington Post that provoked his fall, writes Bob Woodward, one of the two reporters that made him fall. (1) It was also the tactics of Nicolás Becerra, the attorney general of Argentina, to oppose revelations of the first edition of this book. Appeared in last December, it is now reinforced, completed and extended, remaking the presentation in this second edition, and modifying the initial order of the two parts that composes it.

Distribution of lies to journalists that call him to know his reaction about what is revealed here, on his past and his present; complaints, threats of penal and civilians legal action, contact with various lawyers to exercise a traffic of influence and to get rectifications that he never got nor won't get, to avoid a televised debate face-à-face, to trigger a witch-hunt against magistrates susceptible to have provided information about his biography in these pages, announcement of retirement of his functions for tiredness, concealing the true reasons of this risky decision, are some of the tactics employed by Nicolás Becerra to intimidate, to frighten, to neutralize and to divert the attention; useless tactics against those that are impervious to the pressure. The follow-up in Chile of several groups of gangsters allowed Rodrigo de Castro to demonstrate that important Chilean soldiers notoriously implied in violations of human rights also compromised themselves, financed and enrich with the traffic of weapons and drugs. These investigations permitted me to make the connection with the narco-terrorist Monzer Al Kassar and his plan to corrupt and to white-wash money in Argentina, a Syrian closed to the Pinochet clan and to former president Carlos Menem, that has been naturalized Argentinean of irregular manner thanks to the services and manipulations of Nicolas Becerra. January 24, 2001, when the first edition of this book already had nearly two months, resigned in London the minister for Ireland of the North, Peter Mandelson. The presumed infringement that provoked him was to have intervened by telephone so that is bestowed a British passport to the Indian origin multimillionaire Srichand Hinduja.

Mandelson had been the leader of the electoral campaign who had carried Tony Blair to the power in Britain. And his fall happened inside the most important ministry of the English government, concerned with the pacification of Northern Ireland. Thus, for a supposed passport given surreptitiously to a honourable person but richissime, he has been forced to leave and it was not possible for him to return to the government after having been cleared of all penal responsibility following the decision of the judge of March 9. The persistence of the suspicion on terms of the telephone call, again in the shade of the mystery, that would have been able to commit an offence in the administration of the state, is again today determinant in his political future. (2) Disqualified, but still into the highest position of the judicial of the Republic of Argentina, by his interference in the illegal naturalization of an international gangster and some of his acolytes, with the aggravating fact to have used his prerogatives to protect Carlos Menem and his chums of penal pursuit, and facilitating by illicit means his own personal profit and the one of these 'friends', in spite of it Nicolás Becerra has been promoted. Since December 5, 2000, he is at the head of the Presidency of the Inter-American Association of Public Ministries, that reassembles all National state attorneys of the continent, including Spain and Portugal.
